Because Central controls its own Surface-to-Core elevator, they don't bother enforcing the area above and around it. That being said Pilots often finish personal conflicts here, or sometimes just run into lost and/or unfriendly wanderers. Even the occasional brave sometimes desperate traffickers come here simply to trade illegal goods. -RP Mek only
